A cégeknek adott adókedvezmények új munkahelyeket teremtenek. Azonban ezek az új munkahelyek leginkább rosszabb, alacsonyabb termelékenységű cégeknél jönnek létre. A jobb cégek nem vesznek fel új dolgozókat, de növelik a béreket.
